The Democratic Republic of the Congo (DRC) has signed a strategic partnership with Swiss technology company ADEX Platform AG aimed at modernising its diamond and coloured gemstone industry through digital innovation, local value addition and greater transparency across the mineral value chain.

The framework agreement, signed on 29 June 2026, marks a major milestone in the country’s efforts to transform its diamond sector from a predominantly raw mineral exporter into a more competitive and value-driven industry.

The agreement was formalised between the Mining Fund for Future Generations (FOMIN) and ADEX Platform AG during a ceremony officiated by Mines Minister Louis Watum Kabamba. The partnership follows its approval by the Council of Ministers during its 91st Ordinary Meeting held in Kinshasa in May.

Joint Venture to Drive Sector Transformation

As part of the agreement, FOMIN and ADEX Platform AG will establish a jointly owned company known as ADEX RDC SA, with each partner holding a 50 percent stake.

The new entity will spearhead initiatives designed to modernise the country’s diamond and coloured gemstone industry while improving traceability, transparency and access to international markets.

The collaboration reflects the DRC government’s broader strategy to maximise the value of its mineral resources by encouraging local processing and strengthening downstream industries.

Focus on Value Addition and Technology

Under the partnership, ADEX RDC SA will oversee the establishment of an internationally certified diamond cutting and jewellery manufacturing facility, creating opportunities for more gemstones to be processed locally before export.

The project will also introduce a digital trading platform that will enable Congolese diamonds and coloured gemstones to be marketed directly to international buyers, helping improve market access and pricing transparency.

In addition, the agreement includes technology transfer programmes and specialised training initiatives aimed at developing local technical skills, strengthening industry expertise and supporting the long-term growth of the domestic gemstone sector.

By investing in local beneficiation and workforce development, the initiative seeks to create new employment opportunities while increasing the economic value retained within the country.

Government Seeks Transparent and Responsible Diamond Trade

Speaking during the signing ceremony, Minister Kabamba described the agreement as an important step towards building a more transparent, competitive and responsible diamond industry.

He said the partnership supports the vision of President Félix Tshisekedi and the government’s broader economic agenda under Prime Minister Judith Suminwa Tuluka to ensure that the country’s vast mineral wealth delivers greater benefits for its citizens.

According to the minister, the DRC aims to move away from a model in which valuable minerals leave the country with limited local processing, towards one that promotes industrialisation, job creation and sustainable economic development.

He emphasised that Congolese diamonds should increasingly be recognised for their transparency, quality and contribution to national development rather than being associated with illicit trade or lost economic opportunities.

Strengthening the Global Position of Congolese Gemstones

The partnership is expected to improve governance across the diamond and coloured gemstone supply chain by strengthening traceability systems, enhancing compliance with international standards and promoting responsible sourcing practices.

Authorities believe the initiative will also improve incomes for miners and other participants in the gemstone value chain by creating stronger links between producers and international markets.

With demand for responsibly sourced minerals continuing to grow worldwide, the DRC hopes the agreement will enhance its reputation as a reliable supplier of diamonds and coloured gemstones while encouraging greater investment in local beneficiation and mineral processing.

The collaboration with ADEX Platform AG represents another step in the country’s wider efforts to diversify its mining sector, increase domestic value addition and position the DRC as a competitive player in the global gemstone industry.
