Zambia Development Agency has joined a high-level Government delegation in Germany as Zambia intensifies efforts to attract foreign investment and strengthen bilateral cooperation with the Federal Republic of Germany.

The delegation is participating in Development Cooperation negotiations aimed at strengthening partnerships between the two countries for the 2027–2028 cooperation period. Discussions are centered on key strategic sectors including good governance, agriculture, food and nutrition security, as well as water and sanitation development.

Speaking during the engagements, Albert Halwampa highlighted Zambia’s stable and predictable policy environment, describing it as one of the country’s strongest advantages in attracting international investment.

Halwampa stated that Zambia continues to position itself as an attractive destination for investors seeking long-term opportunities within Africa, particularly in sectors such as critical minerals, energy, agriculture, manufacturing, and infrastructure development.

He noted that Government remains committed to creating a business-friendly environment supported by policy consistency, economic reforms, and investor protection measures. He further encouraged foreign investors to prioritize local employment and skills development to ensure that investments contribute meaningfully to Zambia’s economic growth and community development.

According to Halwampa, Zambia’s vast mineral resources, strategic location within Southern Africa, and improving economic fundamentals continue to make the country highly competitive within the regional investment landscape.

On the sidelines of the bilateral negotiations, a high-level business forum was organized to market Zambia’s investment opportunities to German and European investors. The event was held in partnership with the Embassy of the Republic of Zambia in Germany, the German-African Business Association, the German Agribusiness Alliance, the German Chamber of Commerce and Industry – Southern Africa, GIZ, and KfW Development Bank.

The forum provided a platform for Zambian officials to engage directly with potential investors and business leaders interested in opportunities within Zambia’s growing economy.

Speaking on behalf of Secretary to the Treasury Felix Nkulukusa, Permanent Secretary for Economic Management and Finance Mulele Mulele highlighted Zambia’s improving macroeconomic outlook and strengthened investment climate.

Mulele pointed to Government’s ongoing fiscal reforms, policy discipline, mineral wealth, and the successful completion of the Extended Credit Facility (ECF) programme with the International Monetary Fund as important factors supporting economic stability and investor confidence.

He explained that Zambia is focused on maintaining economic reforms that encourage sustainable growth while supporting industrialization, job creation, and private sector expansion.

Meanwhile, Zambia’s Ambassador to Germany, Winnie Chibesakunda, called for stronger investment partnerships between Zambia and Germany, emphasizing the complementary strengths of both countries.

Chibesakunda noted that Germany’s global reputation for industrial excellence, engineering precision, and technological innovation aligns well with Zambia’s ambitions to modernize key sectors of the economy and expand industrial development.

She described Zambia as one of Africa’s most peaceful and politically stable democracies, committed to open markets, economic reforms, and inclusive growth policies aimed at improving livelihoods and creating opportunities for local communities.

“When these strengths meet, the result is not merely investment, but transformation,” she said during the forum.

The business forum also featured testimonials from existing investors already operating in Zambia, who shared positive experiences regarding the country’s investment climate and growth potential. Among the speakers were Anna Rainer and Michael Woitag.

The discussions reinforced Zambia’s growing reputation as a stable and strategic investment destination within Southern Africa, supported by improving macroeconomic fundamentals, democratic governance, and access to regional markets.

Government officials expressed confidence that continued engagement with international investors and development partners will help unlock greater investment flows into Zambia’s mining, agriculture, energy, manufacturing, and infrastructure sectors, contributing to long-term economic growth and sustainable development.
